Mark Hilborn
Vice President and General Manager

Mark Hilborn possesses more than 20 years of experience in operations, management, customer service, marketing, and business development in the retail and financial industries. He is responsible for Service Intelligence’s operational strategies, policies, objectives, and initiatives and leads the Client Service, Operations, and Market Research divisions.

Hilborn joined Service Intelligence in 2008 after his most recent role as Regional Operations Manager of the retail division of Canada’s largest telecommunications company, Bell Distribution, Inc.

Debbie Nordstrom
Director, Program Delivery

Debbie Nordstrom holds over 20 years of experience in the customer service industry including expertise in regulatory compliance, strategic planning, facilitation, report development, and training. Nordstrom as Director of Program Delivery manages operations.

Prior to joining Service Intelligence in 2005, Nordstrom held the position of Director of Service Administration for Canada Safeway, a grocery chain, administering service compliance for 800 retail stores. Nordstrom, in her 21 years with Canada Safeway, also held the successive positions of Training and Development Manager, Division Service Manager, and Regional Service Manager.

Serge BoudreauSerge Boudreau
Director, Client Services

Serge Boudreau comes to Service Intelligence with more than 10 years of experience in management, recruitment, customer retention, and business development in the retail and telecommunications industries. He is responsible for developing and fostering relationships with clients. He oversees the Client Services group, working closely with all Service Intelligence clients, Team Leads, Client Relationship Managers, and Program Service Representatives to enhance customer satisfaction.

Boudreau joined Service Intelligence in 2008 after most recently serving as Pharmacy Recruitment Manager for Shoppers Drug Mart.


Carrie Tuttle
Manager, Research and Communications

Carrie Tuttle joined Service Intelligence in 2001 as an Account Manager for some of our largest clients in the Telecom, Banking, and Retail industries. She subsequently became a Market Research Consultant involved in all aspects of program design and analysis. Carrie currently oversees Service Intelligence’s Market Research activities, Shopper Education, Technical Training, and Program QA groups.

Tuttle has over 10 years of experience in retail sales and service. She also held the position of Marketing Manager for Hedy Canada, a leading manufacturer of disposable products for dental, medical, laboratory, veterinary, industrial, and retail markets

Tuttle earned a Bachelor of Commerce Degree with a concentration in Marketing from the University of Calgary.

Christy Stout
Manager, Project Deployment

Christy Stout has over 10 years of management experience. She began her tenure at Service Intelligence in 2004, first as a Client Relationship Manager and was then promoted to Team Lead Account Management.

She was named Manager of Project Deployment in May 2008. Her current duties include management and coordination of client projects in addition to leading the Solutions Team.


Alan L. Powell
Vice President, Sales

Alan Powell joined Global Compliance in 2007, as part of the acquisition of Brightline Compliance. Powell, a Senior Director of New Business Development at Brightline, is now responsible for creating strong consultative relationships with clients and provider leadership and guidance to his sales staff. During his tenure with Brightline Compliance, Powell successfully consulted and partnered with clients to assess organizational needs and capabilities and designed appropriate business solutions to meet their ethics and compliance training needs.

Prior to joining Brightline Compliance, Powell was a Senior Vice President and member of the Senior Leadership Team for Omega Performance Corporation. While at Omega Performance Corporation, Powell served in the roles of Relationship Manager, National Sales Manager for the Regional and Community Bank Division, and National Sales Manager for the U.S.

Before Joining Omega, Powell served as a Vice President and Office Executive for Wachovia Bank for 16 years where his responsibilities included planning and implementing sales management activities for various banking divisions.

Powell earned a Bachelor of Arts degree in Business Management from North Carolina State University


James (Jim) P. Burke
Chief Executive Officer, Global Compliance Service, Inc. (Parent Company of Service Intelligence)

Jim Burke possesses demonstrated success leading solutions-based organizations and has greater than 20 years experience in the disciplines of Strategic Planning, Business Development, Marketing, Product Development, Sales, Information Systems, Operations and Quality Assurance.

Burke joined Global Compliance from Dun & Bradstreet (D&B) where he held a variety of senior leadership roles including President, Global Information Services and Chief Quality Officer, President, U.S. Customer Segments, and Senior Vice President, Global Solutions and Chief Marketing Officer.

Prior to joining D&B, Burke was Chief Development Officer of Prudential's e-Business Group and Head of Internet Marketing at First USA Bank. He also held marketing leadership roles at MCI Communications and served as a captain in the U.S. Marine Corps.

Burke received a Bachelor of Science in Business Administration with a concentration in Finance from Villanova University and a Master’s Degree in Business Administration from Katz Graduate School of Business at the University of Pittsburgh.


Bob McCarter
Senior Vice President, Information Technology,
Global Compliance Service, Inc. (Parent Company of Service Intelligence)

Bob McCarter possesses 16 years experience in database and information systems development. In his current role he is responsible for technology and system infrastructure development, day-to-day operations and service delivery and client support.

As a member of the Global Compliance executive team, McCarter assumed the role of Vice President of Information Technology for Service Intelligence after Global Compliance’s acquisition. McCarter also served with Global Compliance’s former parent company, Pinkerton, Inc., in the position of Chief Technology Officer within Pinkerton’s Consulting and Investigations division. Previously McCarter held the role of Director of Strategic Initiatives and Information Systems Architect for Pinkerton Services Group.

Prior to joining Pinkerton, McCarter performed system design and project management on large-scale fluid dynamics and environmental remediation projects at the University of California at Berkeley. Formerly, he had served as an Information Systems Consultant for Six R Communications and BellSouth and also held the title of Equipment Engineering Manager for BellSouth.

McCarter holds Bachelor of Science degrees in Mechanical Engineering and Mathematics from the University of North Carolina at Charlotte, a Master of Science in Mechanical Engineering from the University of California at Berkeley, and a Master of Business Administration from Duke University.


Robert Smith
Senior Vice President, Finance


Robert Smith has a strong background in public accounting and has held key financial positions in both publicly and privately held companies. His current responsibilities include management of the finance, accounting, and human resources departments in addition to implementation of financial systems.

Prior to joining Global Compliance, Smith served as Corporate Controller for H Power Corp., a publicly held developer of fuel cell systems, and also for Solomon Software, Inc., a provider of business accounting software. He began his career in the audit department of Deloitte and Touche where he spent eight years in various positions and was promoted to Audit Manager.

Smith holds a Bachelors of Business Administration in Accounting from Florida Atlantic University and a Masters of Business Administration from the University of Dayton. Smith is also a Certified Public Accountant.
